State accepts draft MAP policy
ITANAGAR, Dec 06: The draft MAP (medicinal and aromatic plants) policy for Arunachal Pradesh has been accepted in principle after a threadbare discussion in a workshop organized under the banner of Arunachal Pradesh State Medicinal Plant Board (APSMPB) at the conference hall of PCCF today.
If materialized, Arunachal Pradesh would be the first state to have legal policy on MAP sector. The draft MAP policy was presented by Environment Legal Defense Firm, Noida (ELDF).

Dwelling house gutted
ITANAGAR, Dec 06: In a major fire accident, the private residence of one Solung Tajo (Chaku) was completely razed to the ground at Abo Tani Colony, Itanagar yesterday night.
All the properties of the family worth lakhs of rupees, including local beads were burnt to ashes in the fire, informed All Tajo Wefare Association Capital Complex.
At the time of the accident, the house owner was away on duty at Sonajuli, Balizan circle. The house owner is serving as Chowkidar under department of agriculture. The reason for the fire is not yet known.
Meanwhile, All Tajo Welfare Association appealed to the district administration and the department of relief and rehabilitation to provide necessary help to the family to mitigate the suffering and sorrow of the aggrieved family.

In a memorandum addressed to the Chief Minister, the Committee hoped that the headquarter for the proposed Siang district will be established after considering all the feasibilities for such headquarters.
Riga circle, with availability of all the basic needs and land for future expansion of the township, is the most ideal place for proposed district headquarter, the committee said.
Committee appeals for early release of contractors bills
ITANAGAR, Nov 06: Yarda Village Development Committee (YVDC) has appealed to the concern authority to release the pending bills of the contractors of the Yangte to Tali RIDF road immediately.
The committee in a release today said that the contractors are facing financial problems as they are deprived of their payment since 2010. Some of the contractors, who had taken loan and invested in road, are the worst sufferers as the interest of loan amount are soaring day by day.
The committee threatened to stop road construction activities under Yarda area if the pending bills of the contractors are not released immediately.
ICAR team educates farmers on technology, climate change
ITANAGAR, Dec 06: A team from ICAR Research Complex for NEH Region, Arunachal Pradesh Centre and KVK West Siang, Basar led by Dr. R Bhagawati, Joint Director visited the farmers’ field involved under NICRA (KVK) project at Padi, Chisi and Dali villages yesterday.
The team monitored the farmers’ field as well as the other interventions carried out by the farmers and interacted with the executive members of the Village Level Climate Risk Management Committee (VLCRMC) in details about the project and suggested them to follow the codal formalities of the project.
The Joint Director suggested the farmers to follow the technologies transferred by the KVK to get the maximum benefit from the project. He also advised the farmers to be aware of the effects of climate changes with regards to production of different crops and take up the contingency plan as and when required as suggested by the concerned specialist of the KVK.

ITANAGAR, Dec 06: They chirped, they sang, they danced, they laughed….but the others had almost moist eyes. Chief Minister Nabam Tuki was no exception.
Indeed it was a day of celebration for the lesser privileged children of Donyi Polo
Schools of Hearing Impaired and Visually Impaired, but for the VVIP visitor it was
an emotional one – a rarity in his hectic and busy schedule. The Chief Minister had
missed to attend the ‘World Day for the Disabled’ that was observed in the school
premises at Chimpu here on December 3 as he was on tour to Tawang and West Kameng
districts, he offered to visit the school and spend time with the children on any
other day. Thus, the visit today, but for the children and staff of the schools,
it was an extension of the December 3 celebrations and they celebrated with picture-
“Why are these little kids born different? Isn’t there any cure?” Tuki wondered aloud after watching a hearing impaired girl write her name on the blackboard and a visually impaired girl typing confidently on a desktop.

BOMDILA, Dec 06: The law and order problem in Bomdila was normalized with the announcement of ‘Bomdila Declaration’ followed by amicable settlement of police assault case yesterday. The police assaulters who were booked under several sections offered public apology to ASI S Thinley in a mass gathering near SP Office Bomdila. They also gave an undertaking to the District Administration.

The Bomdila Declaration was the outcome of two days of deliberation (25th Nov and 4th Dec) initiated by West Kameng Indigenous People’s Society and participated by several NGOs, civil societies and community based organizations of the district. An Action Committee was formed with Tsering Sonam as Chairman, Johny Miji as Member Secretary and Tsering Wange as Convenor. The President and Secretary of six indigenous community based organizations of the district are its members. All West Kameng Students Union represented by its President & Secretary and two women representatives namely Nyomba and Dorjee Lamu were also incorporated in the Action Committee.
The first major point in the ‘Bomdila Declaration’ states that two months jail term and fine of Rs.200000 will be imposed to the person who involves youth groups/students/community people in personal matters like assault/fight with any other person.
The Action Committee headed by Tsering Sonam will try to inculcate work culture, healthy living with sound mind and sound health, promoting brotherhood, friendship, unity, cooperation and communal harmony among all the six tribes residing in the district. The Action Committee will also ensure that the misguided youths do not indulge in unlawful activities like extortion, dacoity, burglary and insurgent activities.
Lack of marketing facilities hits hard medicinal plant growers

ROING, Dec 06: Lack of proper marketing channel and poor road communication has hit hard the medicinal plant growers in Lower Dibang Valley district.
Speaking to officials from State Medicinal Plant Board (SMPB) and Divisional Forest Office (Wildlife), a group of farmers say they are now hesitant to cultivate medicinal plants.
“There are no buyers. First they (middlemen) ask us to get a truck load of herbs. Next they want more. Still they refuse to buy our herbs,” says Mupi Mendo, a farmer in Koronu village, who is now totally distressed with the idea of growing medicinal herbs.
While poor infrastructural support for market is one reason, heavy dependent on middlemen and improper benefits to farmers due to lack of awareness on real prices has also affected them badly.
Mendo has grown several medicinal plants like bel, kalmegh, tulsi and pipli in her herbal garden. But it is now left uncared and unattended.
She also has some saplings tucked neatly near her house walls, which she says was supplied by an NGO a few days back. While different schemes and projects are launched to convince the farmers to grow medicinal plants, no improvements are to be seen towards streamlining the marketing channel.

This visit is part of the GEF UNDP funded project ‘Mainstreaming Conservation and Sustainable use of Medicinal Plant Diversity in 3 Indian States’ to identify local stakeholders and their knowledge on biological resources used for medicine.
“The whole effort towards promotion of sustainable use of medicinal plant as livelihood opportunity will be a waste without first enabling markets for farmers,” said Tenzing. “In case of no buyers, these herbs cannot be eaten, or preserved. It has to be thrown away.”
The effort to conserve and grow medicinal plants in the district was actively encouraged since early 2000. But in the face of other viable cash crops, large scale production of medicinal herbs on commercial scale finds no scope.
Mena, a local expert on medicinal plants and who once actively propagated cultivation of herbal medicines in the district says, “I now encourage farmers to grow potatoes. This is best suggestion I can give to them.”

ITANAGAR, Dec 06: The 7th National Shotokan Karate Do Championship will be held at
Naharlagun from December 13-
Member of Parliament Takam Sanjoy will inaugurate the Championship and the Shotokan Karate Training Hall on December 13. The training hall equipped with latest equipments with the sole aim to train and groom the karate players of the state and bring them at par with other world class karate players has been constructed under initiative of Arunachal Karate Do Association (AKA) president Likha Tara.
Former World Champion and International Chief Instructor of Nihon Shotokan Karate Federation (NSKF), Japan Shihan Pemba Tamang (8 Dan) will attend the championship to boost the morale of karate players of the state in particular the country in general. APYC’s village outreach prog highlights social issues
ITANAGAR, Nov 06: Arunachal Pradesh Youth Congress (Department of outreach) along with Yangfo Welfare Society conducted a one day convention at Kung Gabing (Yangfo village) under Chayang Tajo constituency on December 5.
While addressing the gathering of Panchayat leaders, public, youths, and the students, APYC General Secretary cum in charge of Dept. of Outreach Honipa Sono Yangfo informed that the basic idea of village outreach programme is to take APYC beyond its political based agenda by highlighting the real problems faced by the rural people. And this is to be done by eradicating the prevailing social issues like child marriage, caste and tribe based discrimination meted out to Puroik tribe. Stressing the need for healthy and hygienic life style Yangfo advised the villagers to drink boiled water to get rid from various water borne diseases and at same time to avail the free medicine facility provided under the NRHM scheme as well as free nutritious meal supplied as a balanced diet by the Anganwadi workers. He also insisted the village elders to send their children to nearby school informing that the government provides free education to all up to class VIII under RTE Act. And To tackle the unemployment issue, he urged the village youths to avail the benefit of various centrally sponsored programs like MNREGA and bank loans under agriculture sector for self reliance.
ZPM Meku Yangfo ZPM stressed on women empowerment and said that it was due to women’s reservation bill that she got the opportunity to get into active politics.

It is unfortunate to observe that when the district administration (stamps and resignation department) is asking its citizens for proper use of denominational stamp papers, the required stamps are not found in state treasuries.
Stamp papers, particularly of Rs 10, 20, 50 and 100 are most required by the common people for various purpose under Indian Stamp Act. Unfortunately, such stamps are not available in most state treasuries including Itanagar.
Earlier, through this daily, the ECDS Kimin chairman raised the issue and asked the state Govt to find out remedial measures, but yielded no results.
